Our long tenured staff provides a full spectrum of services to clients in all areas of residential development, from small-scale neighborhood projects to large master-planned communities.

We provide planning, platting, permitting, engineering design, master drainage planning, surveying, and construction phase services. We have extensive experience working and coordinating with land planners, architects, developers, attorneys, and various local municipalities. Additionally, Costello is accomplished in the field of Low Impact Development (LID), having successfully completed Harris County’s first LID section of residential development.

Costello has provided services for numerous master-planned communities such as Bridgeland, Riverstone, First Colony, New Territory, Gleannloch Farms, Long Meadow Farms, Wood Creek Reserve, Lakewood Grove, Summerwood, Grand Lakes, Stewart’s Forest, Fullbrook on Fulshear Creek, and Green Trails. Our communities are located throughout the Houston Metropolitan area including Harris, Montgomery, Galveston and Fort Bend Counties, as well as in the cities (or ETJs) of Conroe, Dickinson, Fulshear, Houston, Katy, LaMarque, League City, Missouri City, Richmond, and Sugar Land, Texas.

    Named as the nation’s #1 master-planned community by the National Association of Builders in 2013, this 11,400-acre master-planned community being developed by the Howard Hughes Corporation is located near Cypress, Texas. Costello is one of several engineering firms providing the design of the infrastructure to meet the needs of this growing community. Services provided have included design of amenity lakes and detention ponds, underground utilities and paving, and numerous lift stations for over 800 acres of development.

  • Long Meadow Farms

    Long Meadow Farms

    This 1,400-acre master-planned community, being developed by Trend Development, is located in northern Fort Bend County, Texas. Serving as District Engineer for FBCMUDs 146 & 194, Costello has designed and continues to design all of the infrastructure required for this community. The master plan includes over 150 acres of commercial development and is home to the new Palladium Theatre complex located on the Grand Parkway at West Bellfort. Costello designed the water, sewer, drainage, and paving improvements for this 20-acre commercial site, as well as the Oak Bend Medical Center and Gallery Furniture center, both of which are also located along the Grand Parkway.

    Riverstone, a Johnson Development master-planned community, consistently ranks among the nation’s top-selling communities. Costello has served as the engineer for this prestigious community since its inception and has designed the required infrastructure to keep up with the fast pace of sales. Serving as District Engineer for Fort Bend County Levee Improvement District Nos. 15 & 19, and Fort Bend County MUD Nos. 115, 128, 129, and 149, Costello has designed the water, sewer, and drainage improvements to serve this 3,700-acre master-planned community, as well as the levees, detention ponds, drainage channels, and paving improvements within these Districts.
