Costello was responsible for assessing existing toll road infrastructure facilities, including reviewing all available original design documents provided by HCTRA, reviewing available annual inspection reports, and conducting site visits to visually assess the infrastructure asset's condition. From the site visits, a preliminary site repair assessment report was developed for each location. Additionally, plans were reviewed to repair various HCTRA infrastructure and reviewed a summary of quantities and a traffic control plan for each location.


Costello successfully incorporated plans previously developed for HCTRA into the construction bid package, effectively minimizing the development schedule.


Inspections verified issues with HCTRA facilities, including elevators. Costello developed specifications to supplement the bid package, instructing the contractor on the identified repairs.


As this project mainly progressed during the COVID-19 pandemic, Costello successfully managed design, coordination, completion, and approval through various methods, including cloud sharing and virtual meetings.
