Costello provided design and limited construction phase services to reconstruct 65th Street between Heard Street and Golfcrest Street. The alignment was through an older, residential section of the city with commercial development at the Stewart Road intersection and Greens Bayou along the east side of the alignment on the southern end. The existing asphalt street with curb-and-gutter drainage was reconstructed to a reinforced concrete pavement section with curb-and-gutter drainage. Additionally, water, sanitary sewer, and drainage systems were replaced, and sidewalks on both sides of the right-of-way were added. The addition of the sidewalks required the development of a unique design concept to allow these sidewalks to drain the entire roadway within a corridor where sidewalks did not exist. Traffic control plans accounted for the potential simultaneous reconstruction of Stewart Road, located through the heart of the alignment.
