Dustin O'Neal, P.E.

President/CEO

Dustin is responsible for the firm’s overall performance, setting goals to carry out Costello’s vision and mission, ensuring its unmatched culture is maintained. Dustin enjoys helping clients turn their ideas into reality and helping employees reach their maximum potential, achieving their personal and professional goals. Dustin has over 15 years of engineering experience focused primarily on residential land development and municipal utility districts, enjoying the front-end challenges of evaluating new land development opportunities. When not at work, Dustin loves spending time with his wife and three kids, being outdoors, and binging Netflix once the kids go to bed.

DeKécha Shepherd, P.E.

COO

As COO, DeKécha is responsible for the performance of all Costello divisions and human resources. DeKécha thrives on driving excellence in execution and equipping team members to reach their full potential. DeKécha has over 23 years of experience focused on land development and municipal utility districts, and she likes training others by sharing her “lessons learned” with Costello’s staff. Outside of the office, DeKécha enjoys spending time with friends and family, traveling to new places, shopping for the best deals, and serving in a Christian outreach program for college students.

Chad Hablinski, P.E.

Chairman/Land Development Division Manager

Chad is responsible for growth, management, and training within the land development group, also serving as the Chairman of the Board. He has 25+ years of experience in the design of master-planned communities. Chad works with some of the area’s best land developers to create award-winning communities through his experience working with special purpose districts in the Houston area, bringing that experience to Costello’s development teams. Outside of doing the work he loves, Chad enjoys his family time with his wife and two kids, following Aggie football, and working cows on the ranch.

Trisha Frederick, P.E., MBA

Utility Engineering Division Manager

Trisha is responsible for the management and oversight of utility engineering services, including coordination, design, SUE investigations, and inspection. She has over 17 years of engineering experience and enjoys working closely with clients to avoid utility conflicts and construction delays on their projects. Outside of the office, Trisha is active in the civic and professional community serving on the Board of Directors for Gulf Coast Water Authority, the Association of Water Board Directors, and Fort Bend Chamber of Commerce. Trisha enjoys cooking and traveling and has a collection of 20+ Starbucks mugs from the places she has traveled.

Corbett Freeman, P.E., ENV SP

Structural Division Manager

Corbett is responsible for the growth, management, and quality assurance for teams providing structural engineering design for various applications, including large bridges, water and wastewater facilities, and drainage structures. Corbett enjoys the creative application of structural design, problem-solving, and helping his teams to succeed. Corbett has over 25 years of experience in all aspects of structural engineering and continues to stay at the forefront of implementing new structural design techniques. When not at work, Corbett enjoys spending time with his wife and three daughters. Together they enjoy children’s ministries, cooking, music, and Shotokan Karate.

Public Infrastructure Division Manager

Vern assembles and oversees teams that plan, execute, and deliver public infrastructure. He serves in key roles for Costello, including business development and division operations. With over 25 years of industry experience, Vern provides innovative solutions, proactive management, and commitment to ensure value and success for his clients, from concept/funding to construction completion. This experience includes working with local, state, and federal public and private clients on successful projects using traditional and alternative delivery methods. Vern enjoys spending time with his family and activities, including golf, running, and swimming.

Land Development Division Manager

Guy is responsible for the growth and management of engineering teams associated with land development, including the design of water, sewer, drainage, and road facilities for numerous types of municipalities. Guy has specialized in fast-paced, high-volume, master-planned communities, enjoying the challenge of delivering quality projects to his clients that are in line with their budget and deadline. Guy has 15 years of engineering experience, focusing on residential land development and municipal utility districts. When not at work, Guy enjoys spending time with his wife and spoiling his two daughters. He has a passion for wade fishing and remote, backpack-style hunting trips.

Surveying Division Manager

David is responsible for overseeing surveying personnel, field personnel, subdivision platting group, projects, equipment, and vehicles. David plays a key role in managing and coordinating survey efforts supporting a wide range of projects carried out by Costello’s many disciplines. David has over 37 years of experience in all aspects of surveying and continues to stay abreast of technological advancements, software enhancements, and other changes that may increase efficiency or accuracy. When not at work, David enjoys spending time with his wife Karen, woodworking, fishing, and entertaining his two granddaughters.

Water/Wastewater Division Manager

John is responsible for leading a talented team of water and wastewater professionals, working to make a difference for our clients and in the communities we serve. John has 23 years of engineering experience serving municipalities, authorities, and districts throughout the region, emphasizing management, planning, design, and construction services for water and wastewater facilities and linework. When not at work, John loves spending time with his wife and three boys and working around the house.

Business Development Director

Kim develops and oversees the execution of Costello’s business development and marketing strategies. She loves the opportunity to apply creative aspects to her engineering experience and get to know our clients and people in the communities we serve. For more than 20 years, Kim developed and designed transportation facilities throughout Texas, creating solutions to improve mobility, access, and quality of life. Away from the office, Kim juggles her family’s schedules to spend time with her two teenagers, husband, and dog (#thisisfritz). She also enjoys her time alone exercising and savors her early morning coffee on the back patio, contemplating the day ahead.

GIS Division Manager

Chris leads a team that provides geographic information systems (GIS) related solutions for many aspects of engineering design, including data collection, data management, data processing, and digital mapping. Chris enjoys helping clients and coworkers find innovative ways to solve problems through the use of new technology. Chris has over 15 years of GIS and engineering experience focused on hydraulics and hydrology, and municipal applications. When not at work, Chris enjoys skateboarding, wakeboarding, and travel.

Hydrology and Hydraulic Division Manager

Stephen is responsible for the management, growth, and performance of the hydrology and hydraulics division. He has over 16 years of extensive experience developing drainage plans and floodplain permitting and drainage design and analyses for many master-planned communities and municipalities in the Gulf Coast Region. Stephen has also facilitated the acquisition of grant funding for clients for flood and erosion control projects. Stephen spends his time away from the office, renovating his fixer-upper, chasing his three children at their various sporting and boy scout activities, and playing bass guitar for Sunday worship services.

7gen Planning Division Manager

Shawn is responsible for the vision and mission, overall performance, setting goals, including business development and division operations of the land planning and landscape architectural division, 7gen Planning. Shawn has over 31 years of industry experience, and thrives on problem-solving, especially taking a project from dirt to reality. When not at work, Shawn enjoys maintaining his property and fish keeping.
