The construction phase is the last significant step in the implementation of a project. This phase is the result of months, or even years, of study, planning, and design. This is also the time during which the majority of the project’s total cost will be expended. To ensure the project’s success, we provide an experienced, on-site field representative assigned to monitor the progress of the project. The representative is the liaison between client and contractor, and provides the review of financial distribution of project funds, ensuring that expenditure of monetary resources is for work, which is actually in place.

Construction Phase Experience
Costello, Inc. was responsible for the design and construction management of outfall storm sewers along 13th, 17th, 20th, 23rd, 24th, and 26th streets in San Leon, from SH 646 to Galveston Bay. The project included surveying and design of storm sewer boxes and appurtenances, utility relocations, roadside ditch re-grading, inlet additions / adjustments, and pavement base. The design included storm water pollution control measures and traffic control.
Katy Fort Bend Road Construction
Costello, Inc. was contracted by HCPID to provide engineering services associated with the reconstruction, final design, and construction phase services for the reconstruction of this 0.70-mile major thoroughfare project in Katy, Texas. The scope of services included right-of-way and topographic surveys, traffic control plans, environmental studies, a preliminary engineering report, and final PS&E for the re-construction of a 2-lane asphalt roadway to a 4-lane concrete boulevard with storm sewer drainage.

Costello typically provides construction phase services in all of our residential developments. We have provided construction phase services in several counties including Harris, Montgomery, Fort Bend, and Galveston counties, in developments such as Gleannloch Farms, Treeline, Riverstone, River’s Edge, Stewart’s Forest, and Long Meadow Farms. An added benefit of Costello’s project team structure is that the construction phase services are overseen by the same Project Manager and engineering team that performed the design, allowing a seamless transition from design to construction.
